I’ve personally never come across a rubber shingle that mimic clay tiles, but it may be a coated steel roofing tile.

If it is, its a lightweight metal roofing coated with a rubberized spray. Shouldn’t be a problem to walk on as long as you avoid pressure points on the high points. Otherwise it should be pretty durable. climb up and have a feel at them. See if they give any on the low points to where you’d feel uncomfortable walking on it.
